Hamas clarifies the truth about the arms clause in the Gaza agreement: national storage, not surrender to the occupation

Dr. Ghazi Hamad, a leader in the Hamas movement, stressed that the proposed peace agreement to end the conflict in the Gaza Strip represents an integrated framework and a single package that cannot be fragmented or its provisions implemented separately. Hamad clarified that the movement's commitment to implementing what is stated in the draft is primarily contingent on the Israeli occupation's full commitment to all pledges, warning of the occupation's long record of violating previous understandings.

Hamad indicated in press statements that the movement decided to approve the agreement after extensive consultations with mediators and Palestinian forces, describing the current stage as exceptional, requiring difficult decisions to save the population from the humanitarian catastrophe. He added that the movement is not driven by happiness towards the agreement, but by the necessity of stopping the war of extermination and opening a new horizon for reconstruction and life in the Strip.

Regarding the arms issue, which is the most sensitive, Hamad confirmed that the final formulations absolutely do not stipulate the surrender of factional weapons to the Israeli occupation. He explained that the agreement talks about an organized storage process for weapons under the supervision of an independent national committee and parties that will be agreed upon later, to ensure that they are not used outside the framework of national consensus in the next stage.

Hamas leader explained that the movement scrutinized all details of the security clauses to ensure that they are not interpreted as political surrender or abandonment of the legitimate rights of the Palestinian people. He affirmed that the implementation of security arrangements, including dealing with tunnels and heavy weapons, will be linked to a precise timetable that ensures the withdrawal of occupation forces from all areas they entered.

These developments come at a time when sources revealed that the agreement falls within a comprehensive peace plan consisting of 20 clauses, which was announced by US President Donald Trump via his 'Truth Social' platform. The plan aims to establish an international stabilization force instead of occupation forces, in conjunction with the formation of a new Palestinian police force that will assume internal security tasks in the Strip.

For his part, United Nations Secretary-General António Guterres described the clauses related to the disarmament of factions as 'the only good news' recently, while at the same time calling for the necessity of restoring freedom of international navigation. Guterres' calls come amid widespread regional tensions, as the US military confrontation with Iran entered its sixth month since its outbreak in February 2026.

On the Israeli side, the agreement still faces fierce internal opposition, as National Security Minister Itamar Ben-Gvir announced his categorical rejection of the draft, describing it as unacceptable. This division within the occupation government reflects the magnitude of the challenges facing the implementation of the agreement on the ground, despite intensive international pressure to reach a comprehensive calm.

Hamad clarified that the agreement also includes arrangements for the administration of the Gaza Strip through an independent national committee of technocrats, responsible for overseeing crossings, reconstruction, and aid distribution. He affirmed that Hamas will not be part of the direct administration in the next stage, but it will remain an active political and organizational force present in the general Palestinian scene.

The Palestinian leader stressed that the movement's acceptance of these understandings does not in any way mean abandoning the national project or the political constants related to historical rights. He said that what is happening is a realistic treatment of a stage imposed by the war, and aims primarily to protect the popular base and provide the elements of steadfastness after the massive destruction that affected the infrastructure.

The draft agreement indicates that the implementation process will actually begin within 14 days of the final signing by the parties, where the gradual withdrawal of occupation forces and the opening of humanitarian corridors will begin. The draft also includes mechanisms for international monitoring to ensure that military operations do not resume, while emphasizing the linkage of all security and political tracks to each other.

Informed sources reported that mediators are still conducting discussions on monitoring mechanisms and international guarantees demanded by Hamas to ensure that the occupation does not betray after handing over some sites. The movement believes that American and international guarantees must be written and clear, especially in light of bitter experiences with verbal promises that were not implemented in previous rounds.

The current peace framework is based on the Sharm El Sheikh Protocol and the October 2025 agreement, which laid the legal and political foundations for ending the current conflict in Gaza. Through this reference, mediators seek to create a state of sustainable stability that prevents the renewal of armed confrontations and allows for the start of the largest reconstruction process in the region's history.

In conclusion, Ghazi Hamad affirmed that Hamas will continue to monitor the occupation's behavior on the ground before taking any practical step related to security arrangements. He stressed that 'if Israel does not abide by the provisions of the plan, we will not abide by our part,' indicating that the ball is now in the international community's court to pressure the occupation to comply with the requirements of peace.

What was agreed upon does not talk about surrendering weapons to the occupation, but rather about storing them within a mechanism supervised by agreed-upon national entities.

the PFLP declared that the forces of the resistance now are “on the final stretch for a treaty that would end the war of extermination and makes possible the reconstruction”. But also that this would require a continued and redoubled pressure on the occupation forces to guarantee the implementation of the treaty and to prevent them breaking it.

Therefore what will happen, or what is supposed to happen, according to the treaty is the creation of a unified national armed force.
